Tibero is an enterprise-grade relational database management system — an RDBMS — that delivers Oracle-class performance, functionality and stability — at a substantially lower cost.
With an average of 95–100% Oracle compatibility, existing Oracle systems can be migrated to Tibero easily and reliably, with minimal application and SQL changes. Organizations typically reduce database licensing and maintenance costs by more than 50% compared with Oracle.

OwlDB with AI — Cloud-Native Database and AI Platform
Powered by Tibero, OwlDB brings enterprise DBMS capability to public and private cloud, combining Oracle-class reliability with full GUI management, built-in operations automation and integrated AI.
Enterprise DBMS on cloud — not open source. OwlDB provides TAC active-active clustering, enterprise-grade OLTP, scale-out architecture, high Oracle compatibility and 24×7 vendor-direct support. Open-source databases on cloud typically face limited write scalability, added complexity for large-scale OLTP, extensive application changes for Oracle migration, and community-based self-managed support.
Easy to use. An intuitive web GUI replaces complex CLI work — for example, configuring a backup takes four guided steps instead of hand-writing and scheduling multiple backup scripts.

Sovereign and private cloud. OwlDB lets a private cloud operate as an Enterprise DBaaS and Private AI platform for multiple agencies or business units, while keeping all data inside the private cloud environment.
Proven in Production
Korean Tier-1 banks. Leading banks running the Two-Track Strategy operate Tibero environments of 300–500 cores, with analysis showing estimated savings of USD 5–10 million per year versus Oracle. Three of Korea’s six Tier-1 banks have signed a Tibero Unlimited License Agreement (ULA), with two more in negotiation.
Korea Local Tax System, 2024. Korea consolidated the separate tax systems of 243 local governments into a single national system and replaced Oracle with Tibero. The system runs on approximately 1,000 cores with more than 200 TB of data and is stable in production, with estimated licence savings of USD 25 million over five years. Korean local tax revenue is approximately USD 29 billion per year.
Korea Telecom — ICIS, 2025. KT, one of Korea’s largest telecom operators with around 30 million subscribers, migrated ICIS — its core subscription, billing and system-integration platform — from Oracle to Tibero Enterprise Edition on 720 cores. Live since March 2025 and running stably, with estimated savings of USD 20 million over five years, plus roughly 15% additional reduction under a ULA.
Oracle → Tibero Migration with T-Up
T-Up is Tibero’s in-house migration automation tool. It analyses the customer’s Oracle environment and automates the migration so that the move is faster and more stable.
- 1. Analysis — T-Up examines the existing Oracle system, measures the level of Tibero compatibility, and reports the migration scope and points requiring attention
- 2. Migration — database objects and data are migrated, largely automatically, for a fast and stable transition
- 3. Test & Tuning — repeated test cycles and performance tuning to optimize the system
- 4. Go-Live & Support — cutover according to the customer’s plan, followed by continuous monitoring and technical support until the system runs stably
Where Tibero Is Used
Korea. National-level systems including the tax, defense and national health insurance systems, plus organizations running critical infrastructure — rail, roads, electricity, gas and water resources — together with R&D and ICT agencies. In the financial sector: Tier-1 banks, securities firms, insurance companies and card businesses. In the enterprise sector: Samsung, LG, Hyundai Motor and POSCO, and major IT and telecom companies including KT, SK Telecom, Naver Cloud and Kakao Cloud, as well as logistics, energy, construction, media and education.
Global. Japan currently has the largest Tibero customer base, with continued growth in China and Vietnam. Tibero is also in use in Indonesia — including the Directorate General of Taxes (DGT) — as well as Malaysia, Thailand, India and Taiwan.
